U.S. Commodity Futures Trading Commission (CFTC or Commission) Chairman Timothy Massad announced today that Eric J. Pan will be the agency’s new Director of the Office of International Affairs. Mr. Pan will join the CFTC from the Securities and Exchange Commission (SEC), where he serves as the Associate Director for Regulatory Policy in its Office of International Affairs.
“I am pleased Eric Pan will bring his considerable experience to the CFTC in this significant role. With cross-border issues so prominent on the Commission’s agenda, Eric’s effective and experienced leadership will be invaluable,” said CFTC Chairman Timothy Massad.
Chairman Massad also today announced the retirement of longtime CFTC employee Phyllis Dietz, who most recently served as Acting Director of the Division of Clearing and Risk (DCR). Massad named Jeffrey Bandman as Acting Director of DCR. Bandman, who currently holds the position of Acting Director of the CFTC’s International Affairs office, also serves as Special Counsel to the Chairman.
Chairman Massad continued, “The CFTC is losing a great public servant in Phyllis Dietz. I am thankful to her for stepping up and leading the Division of Clearing and Risk at a very critical time. While I am very sorry to see Phyllis leave, I want to acknowledge her extraordinary service to the Commission and to the country. I also want to thank Jeffrey Bandman for his excellent service to the Commission in leading our efforts internationally, and I am pleased he will take on this vital role in DCR.”
Mr. Pan will head the office that advises the Commission regarding international regulatory initiatives, provides guidance regarding international issues raised in Commission matters, represents the Commission in international groups, such as the International Organization of Securities Commissions (IOSCO), and in bilateral fora, such as the US-EU Financial Markets Regulatory Dialogue (FMRD), and provides technical assistance to foreign market authorities.

While at the SEC, Mr. Pan has been overseeing international regulatory policy and representing the agency in IOSCO and the Financial Stability Board, as well as in the FMRD and other bilateral dialogues. Before joining the SEC in 2011, Mr. Pan was a law professor and director of a corporate governance center in New York. He also practiced law in Washington, D.C. with the law firm Covington & Burling.
Mr. Pan holds a J.D. from the Harvard Law School; a master’s degree in European and International Politics from the University of Edinburgh; and an A.B. in Economics from Harvard College.
